Cap-Haïtien: comme un chaudron après les funérailles du président Jovenel Moïse

Des journalistes et des « moun wouj », ciblés, ont été agressés, le magasin Valerio Canaz pillé, une succursale de Capital Bank vandalisé dans le chaudron qu’était devenu le Cap-Haïtien.

Vendredi 23 juillet 2021. Il est midi passé. A peine la partie civile des funérailles du président Jovenel Moïse terminée, des officiels, des fonctionnaires de l’Etat se sont ruées vers la sortie où s’est formé un attroupement d’individus en colère. « Vous n’avez pas honte. Où étiez-vous avec vos armes quand Jovenel avait besoin de vous ? Bande d’assassins », hurle un jeune homme, écœuré qu’aucun responsable du système de sécurité public n’ait démissionné.

« J’espère que Barbecue vous tuera. J’espère que vous allez crever comme les policiers de Village de Dieu », reprend un autre, sous les yeux de policiers anti-émeute en faction devant l’entrée. « Non. Non. Non. Pas par-là », instruit avec fermeté et énervement un policier à un conducteur. Pare-chocs contre pare-chocs, dans une belle débandade, la majorité des véhicules et leurs escortes lourdement armées s’arrêtent dans un tourbillon de poussière avant de filer en direction de haut du Cap. « C’est moins tendu qu’à Quartier-Morin », lâche-t-il, alors que des journalistes sont menacés et traités d’assassins.

« Il faut qu’il aille à pied pour qu’on lui ouvre la tête à coup de pierres », crache une adolescente, les yeux rageurs en fixant un journaliste au teint clair. « Je hais les gens de Port-au-Prince. Je regrette d’y avoir étudié pendant trois ans », balance-t-elle au moment de se laver le visage à un point de lavage des mains disposé à l’entrée. « Si j’acceptais de prendre un journaliste à bord de ma moto, c’est pour le balancer sous un camion », a juré un autre jeune homme. « Que le Nord soit un Etat libre !!! », jette-t-il avant de partir en trombe de ce point où seul Jean-Charles Moïse, ovationné, a échappé aux insultes et menaces.

Journalistes de Port-au-Prince et « moun wouj » ciblés

A quelques centaines de mètres de là, quelques jeunes hommes, certains encagoulés, tiennent une barricade. « Les mains en l’air », ordonnent-ils à des journalistes. « Qu’est-ce que vous avez dans votre sac ? », interrogent-ils avant d’être calmés par un journaliste originaire du Cap-Haïtien. Pour se rendre en ville, hors de question de passer par la route principale à cause des barricades. Quartier-Morin est un volcan en éruption. Au terme d’un parcours à Madeline, le retour sur la route principale était incontournable. « C’est un mercenaire ? », lance un homme à côté de la route. « Non. Je n’aurais jamais transporté un mercenaire », répond le chauffeur de taxi-moto qui est connu dans la zone. « Vous transportez un homme à la peau claire (moun woug). C’est Boulos ? »,  lance un autre homme, comme pour souligner qu’il y a un permis de tabasser, d’agresser si l’on correspond à l’un ou l’autre de ces personnes ou à cette spécificité ethnique.

Après un parcours à Nan Banann n, le retour sur la route nationale, non loin de Barrière-Bouteille, avait son lot de risques. Sans crier gare, la moto essuie un jet de pierres. « Retournez d’où vous venez !!! », crie un homme. D’autres restent impassibles. « Tounen non, tounen moto », supplie un homme inquiet. Il y a au moins un cas d’agression physique sur une photojournaliste de nationalité étrangère. « On revenait des funérailles, il y avait des barrages partout. J’étais avec un autre journaliste sur la moto. Il y avait plusieurs barrages. A chaque fois, on dit qu’on est journaliste. On nous a laissé passer. Puis, à un moment donné, à un dernier barrage dans la ville, on nous a stoppés. La moto s’est arrêtée. Ils étaient hyper agressifs. Ils ont demandé que je lâche mes caméras. Le chauffeur de taxi-moto et le journaliste qui étaient avec moi étaient en train de discuter quand tout à coup, venu de nulle part, quelqu’un m’a frappé au visage. Je ne sais si c’est avec son poing. C’était tellement fort que cela a arraché le casque que j’avais sur la tête. Les gens étaient surpris du comportement du mec qui m’a tabassée…On m’a bien fait comprendre que c’est parce que j’étais étrangère que l’on me faisait ça », a confié cette photojournaliste qui a couvert ces funérailles au cours desquelles le fils ainé du président et sa veuve ont accusé des journalistes de vendre leurs plumes et leurs micros pour traiter de tyran le président Moïse.

Accrochages avec la police

A quelques centaines de mètres de Vertières, des individus ont érigé des barricades avec pièces de véhicules poids lourd, une pylône électrique et une autre avec un drain, un bus type « bus Dignité », bondé de policiers anti-émeute, a dû rebrousser chemin pour revenir vers Barrière-Bouteille. Le bus est caillassé. Ses occupants répondent par des rafales d’armes automatiques. Pendant de longues heures, jusqu’à la tombée de la nuit, le concert d’armes automatiques n’a pas cessé dans la ville où le magasin de Valerio Canez, à Quartier-Morin, a été pillé. Comme des piranhas, des dizaines et des dizaines de riverains, à moto, avec des brouettes ont emporté sur leur tête des appareils électroménagers, des téléviseurs, des panneaux solaires…à visières levées. Plusieurs vidéos de ce pillage ont circulé sur les réseaux sociaux. La succursale de la Capital Bank attenante au magasin Valerio Canez a été aussi vandalisée. Des photos et des vidéos montrent également les traces de furie, de cette dévastation.

Départ prématuré de la représentante de Biden aux funérailles de Jovenel Moïse

Avant cette avalanche d’insultes contre des officiels, hauts fonctionnaires de l’Etat, policier et les agressions verbales et physiques de journalistes, c’est l’envoyé spéciale du président américain Joe Biden aux funérailles, l’ambassadeur à l’ONU Linda Thomas Greenfield, et toute la délégation américaine qui ont dû laisser prématurément la cérémonie. Des rafales d’armes ont éclaté au moment des funérailles. La délégation officielle américaine qui s’est rendue aux funérailles du président Moïse est en sécurité et est retournée aux Etats-Unis, selon un communiqué de Jake Sullivan, conseiller à la sécurité nationale du président Biden. Les Etats-Unis restent profondément préoccupés par la situation sur le terrain en Haïti, lit-on dans ce communiqué qui recommande « fortement aux parties de s’exprimer pacifiquement » et appelle les leaders Haïtiens à clairement contenir les velléités de recours à la violence de leurs partisans. En ce moment critique, les leaders Haïtiens doivent travailler ensemble et s’engager dans un dialogue inclusif qui reflète la volonté du peuple Haïtien, a poursuivi Jake Sullivan, soulignant que le gouvernement des Etats-Unis continue de fournir les assistances requises notamment dans la formation et la fourniture d’équipements à la PNH. Jake Sullivan a ajouté que les Etats-Unis continueront de travailler avec le gouvernement afin de poursuivre ceux qui sont responsable de l’assassinat du président Jovenel Moïse.

Violence orchestrée

« Les scènes de violence  dans la ville ne sont pas un hasard. Elles ont été orchestrées par des hommes politiques de la ville et du département. Ils ont surfé sur la colère légitime et compréhensible après l’assassinat du président Moïse, trahi, livré et assassiné », a confié une source qui a requis l’anonymat.

    article seem to be running off the screen in Chrome. I’m not sure if this is a formatting issue
    or something to do with web browser compatibility but I figured I’d post to let you know.

    Howdy, i read your blog occasionally and i own a similar one and i was just curious if you get a lot of spam responses?
    If so how do you stop it, any plugin or anything you can recommend?

    I get so much lately it’s driving me crazy so any support is very much appreciated.
