Funérailles nationales sur ses terres familiales pour le président Jovenel Moïse

23 juillet 2021.Il est presque 7 heures du matin. Les rues du Cap-Haïtien sont quasi vides. Quelques rares motocyclettes serpentent, évitent ici et là les restes de barricades de pneus enflammés érigées la veille pour empêcher « aux gens de Port-au-Prince », aux « chefs » d’assister aux « funérailles  de Jovenel Moïse », le 58e président d’Haïti, assassiné chez lui dans la nuit du 6 au 7 juillet 2021.

La police, sur le qui-vive, a intensifié sa présence. A l’est de la ville, après le pont Samarie, des cylindrées immatriculées Service de l’Etat, Officiel… filent à vive allure en direction de « Village S.O.S Enfants », à Quartier-Morin. Sur le site se trouve la propriété familiale du président Moïse où seront chantées ses funérailles. Érigés pour l’occasion, huit stands disposés presque en rectangle, forment un cocon. Au milieu, la chapelle ardente, le cercueil renfermant les dépouilles du président du Jovenel Moïse.

Drapé des couleurs nationales, le chef du protocole du Palais national, l’ambassadeur Yves Mazile, dans un dernier geste solennel, apporte et pose l’écharpe présidentielle et une médaille, la plus haute distinction honneur et mérite, sur le sarcophage du chef de l’Etat, entouré de fleurs et gardé par quatre militaires en tenue de cérémonie. La fanfare des Forces armées d’Haïti (FAD’H), pour saluer une dernière fois le président, exécute les hymnes incontournables. L’hymne présidentiel et l’hymne national. En face du cercueil, l’épouse du président Moïse se plie de douleur. Les trois enfants du président la rejoignent. L’émotion est grande. Le chagrin immense. Des gorges se nouent. Des visages connus du régime apparaissent affligés.

Sous un soleil qui s’est mis à taper de plus en plus, des invités affluent. Des hommes, vestes sombres, des femmes, robes noires, talons aiguilles, lunettes de soleil et autres accessoires, déambulent sur le gazon synthétique, aux côtés de gens plus modestes mais diablement remontés. « Jovenel est mort dans son lit. Où étaient les agents assurant sa sécurité ? Où étaient-ils ?», hurle une femme dans la quarantaine, debout, à quelques mètres du cercueil du président. Soudain, l’arrivée du directeur général a.i. de la police crée un brouhaha. « Léon Charles où est Jovenel ? », interpelle avec virulence une femme et d’autres participants aux funérailles alors que le chef de la PNH, vers 9 heures 12, se fraye un passage vers le stand destiné aux officiels et membres du corps diplomatique. « Léon Charles assassin », reprennent d’autres personnes, estimant « que Jovenel Moïse a été livré comme une bête ». « Qu’est-ce que tous ces gens armés viennent foutre ici. Vous êtes venus sécuriser un cadavre alors que vous n’aviez pas pu sécuriser le président »,  poursuit des éléments de cet attroupement tranchant comme un couperet. « Ces hypocrites devraient avoir honte », pestent-ils, prompts à mettre tous les « moun potoprens » dans le même panier. « Mare yo, boule yo, yo touye Jovenel  », ont repris d’autres éléments de la foule, sans inhibition.

Sur le stand où se mélangent officiels et représentants du corps diplomatique, des policiers haïtiens et membres de la sécurité de l’ambassadeur des Etats-Unis à l’ONU Linda Thomas Greenfield, de l’ambassadeur américain en Haïti Michele Sison et l’envoyé spécial Daniel Foote sont sur le qui-vive.

Les échos de l’extérieur parviennent à l’intérieur. Des rafales d’armes automatiques éclatent. Il y a des accrochages entre la police et des individus violents qui dressent des barricades et caillassent des véhicules. « Cela se gâte non loin de l’entrée de la propriété. Des individus ciblent et couvrent de menace des journalistes », rapporte un journaliste à des pairs rassemblés sur le stand qui leur est affecté. D’autres rafales se suivent. Un nuage de gaz lacrymogène est aperçu au loin. Autour de 9 heures 45, Linda Thomas Greenfield et l’ensemble de la délégation américaine décampent. Une poignée de minutes après l’envoyée spéciale de l’ONU, Helene Meagher La Lime emboite le pas. L’air devient acre. Le vent a porté l’odeur de gaz lacrymogène alors qu’une colonne de fumée noire provenant de barricades de pneus s’échappe vers le ciel.

Jovenel Moïse décrit pas des proches

Le ciel, Dieu, sont  invoqués par le célébrant principal, Robeste Cyriaque Charles, prêtre de la paroisse de Fort Lauderdale, en Floride, aux Etats-Unis. « Nous nous tournons vers Dieu », indique-t-il au moment de dénoncer une « injustice », l’assassinat du président Jovenel Moïse. Pour ce prêtre, ces funérailles offrent l’occasion de « célébrer la vie d’un grand homme, un vrai fils du grand Nord ». Le célébrant ne s’embarrasse du mauvais bilan des dernières années au plan de la gouvernance, de la sécurité ou de l’économie en récession depuis deux ans. « Jovenel Moïse vit en chaque Haïtien qui pourra le comprendre à l’avenir », gage père Robeste Cyriaque Charles. Plus loin dans son sermon, le prêtre tance les détracteurs du président défunt. « Seuls les ignorants et les imbéciles peuvent se réjouir de la mort de leur semblable », balance l’homme d’église, estimant que si le pays ne fait pas ce qu’il faut pour arrêter les effusions de sang, le jugement de l’histoire sera sévère. « Jovenel est un héros », proclame le père  Robeste Cyriaque Charles.

La petite sœur du président Jovenel Moïse, Marielle Moïse, inconsolable, s’est attelée à esquisser le portrait de son grand frère, « un homme sincère, honnête et spécial » qui a refusé les « propositions indécentes ». C’est peut-être ce qui est à l’’origine de son assassinat, estime-t-elle en sanglots. « Je suis fière de mon frère. Il a tenu tête jusqu’à son dernier soupir », confie Marielle Moïse. « Que le peuple haïtien rende justice à mon frère », appelle-t-elle.

Le fils ainé et la veuve pour un éloge émouvant et des mots au vitriol

Le fils ainé, Joverlain Moïse, reste dans la même veine, dans l’éloge de son père, Jovenel Moïse. « Mon père était un héros », affirme-t-il lui aussi. Brillant orateur, Joverlain Moïse, souligne que son père, un homme au cœur rempli d’amour, vivait au milieu de méchants, de traitres. Dans son récit d’un père parfait à ses yeux, Joverlain Moïse prend le contre-pied du portrait qui  présente son père comme un « tyran ». Pour lui, la mauvaise presse de son feu Jovenel Moïse, n’est pas un hasard. Des gens ont payé pour ça, affirme-t-il, droit dans ses bottes et dans ses certitudes. Sans détour, le fils ainé de Jovenel Moïse donne rendez-vous. A de nouveaux combats. Avec « sagesse », sans violence, sans armes « placées entre nos mains ». Ce sera une bataille d’idées, pour qu’Haïti soit le pays de tous, soutient Joverlain Moïse.

La veuve du chef de l’Etat, Martine Moïse, a fait une envolée empreinte de tendresse, est revenue sur les débuts de son histoire avec celui qu’elle surnommait Jo, son mari. « Quand j’ai rencontré Jo, celui qui allait devenir mon mari, le père de mes enfants, j’ai vu en lui un esprit brillant, inventif et créatif. Un être passionné et déterminé. Une personne sympathique, enjouée, dotée d’un grand charisme, un jeune homme réservé mais tellement généreux. Il m’a charmée et m’a séduite », poursuit-elle sur le ton de la confidence.

La veuve de Moïse, fière de son feu mari, « un entrepreneur à succès » met en avant un homme engagé en faveur de la justice sociale, en faveur des plus faibles, quitte à provoquer l’ire des « oligarques ». « Pour en avoir été longtemps une victime, il connaissait bien les vices de ce système pourri et injuste dont personne avant lui n’a voulu parler. Ce système auquel peu avant lui ont voulu s’attaquer », souligne Martine Moïse. « On a décidé de se lancer dans cette bataille pour le changement. Il s’est retrouvé du jour au lendemain avec tout le système en face de lui », explique-t-elle, avouant qu’elle n’était pas préparée à cette séparation brutale d’avec son époux, d’avec le père de ses enfants.  « La famille savait que le combat de Jovenel Moïse nous vaudrait toutes les turpitudes », confie Martine Moïse. « Comment t’imaginer partir quelque part sans moi, sans tes enfants ? C’est un cauchemar dont je n’arrive pas encore à me réveiller ! C’est une situation à laquelle tu ne nous avais pas préparées ! », poursuit-t-elle. Comme le fils ainé du président Moïse, la Première dame fait le portrait de son mari. La mauvaise presse de son mari, « traité de tous les noms », avec des adjectifs peu flatteur, est le résultat des micros et stylos vendus, accuse Martine Moïse qui dénonce ce qu’elle appelle des « techniciens du chaos ».

Sans rentrer dans les détails, ceux de l’attaque du 7 juillet dont elle a survécu avant d’être soignée à l’étranger, Martine Moïse soutient qu’on a comploté contre son mari, le condamnant à mourir dans la barbarie. On a payé des mercenaires pour tuer le président, dénonce-t-elle. « Les rapaces sont là, à nous regarder, à nous écouter », lance-t-elle dans un autre souffle avant de crier « justice » pour Jovenel Moïse. « Nous ne voulons ni vengeance ni violence », souligne-t-elle, estimant que le peuple voit clairement maintenant. « Nous ne cèderons pas à la peur. Nous allons les regarder droit dans les yeux. Nous allons leur dire que c’est assez », indique Martine Moïse avant de reprendre. Convaincue que son mari a été assassinée à cause de son action en faveur des pauvres, pour les fournir de l’eau potable, l’électricité, des routes, Martine Moïse prend pari sur l’avenir alors que des « mare yo, mare yo », fusaient au pied du stand de la Première dame qui a sollicité l’intimité pour l’inhumation des dépouilles du chef de l’Etat.

Injures et menaces contre des journalistes

Après la cérémonie, des gens amassés à l’entrée de la propriété ont déversé injures et haine sur des participants aux funérailles. Les policiers sont accusés d’avoir laissé mourir le président. Des journalistes de Port-au-Prince n’ont pas échappé aux injures, aux menaces. A quelques centaines de mètres de l’entrée de la propriété, des jeunes hommes tenaient leurs barricades. En milieu de journée et jusqu’en fin d’après-midi, des rafales d’armes automatiques ont retenti. Le magasin de Valerio Canez de Quartier Morin a été pillé et incendié. Dans la zone de Petite-Anse, la route donnant accès à l’aéroport était bloquée.

Jovenel Moïse, du Palais à la tombe

Quatre ans et six mois, un mardi 7 février 2017 des sympathisants du PHTH criaient à gorges déployées « yo sezi, yo sezi, yo sezi », à l’arrivée de Jovenel Moïse sur la pelouse du Palais national.  « Yon sèl kout kle », avait balancé Jovenel Moïse, le croc de la revanche acéré après de long mois de campagne. Le porte-drapeau du PHTK était persuadé d’incarner le choix de l’ordre, du progrès par rapport à l’anarchie et au brigandage. « Je prends l’engagement de redonner à Haïti sa dignité », avait promis Jovenel Moïse, estimant qu’il était urgent de briser les barrières de classe, de couleurs pour mettre le pays sur la voie de l’inclusion, pour redonner espoir aux jeunes, candidats jusqu’ici à l’exode vers des terres plus hospitalières tant les horizons sont bouchées dans l’alma mater. « Nous sommes tous des Haïtiens. Il y a une seule Haïti pour tous », avait soutenu le chef de l’État. Sans donner de détails programmatiques tels l’échéancier, les sources de financement par ces temps de vaches maigres, Jovenel Moïse, rhétorique volontariste, avait égrené le chapelet des promesses à un public acquis, en extase et visiblement crédule.

Sur un ton ferme, à la limite martial, le nouveau président d’Haïti avait juré : «Sous mon administration, jamais, plus jamais les institutions ne pourront être instrumentalisées à des fins de persécutions politiques ».

Le président Jovenel Moïse, sauvagement assassiné chez lui, sans résistance de ses gardes du corps, laisse un pays sans Parlement, avec un pouvoir judiciaire décapité. A côté des problèmes que la communauté internationale affirme vouloir aider à résoudre, la situation socioéconomique du pays s’est empirée. Le nombre d’Haïtiens en insécurité alimentaire flirte avec les 5 millions, les gangs n’ont jamais été aussi puissant que durant les quatre années du président Jovenel Moïse dont les funérailles se sont déroulées sur fond de violence…
