Montana et Ariel Henry ne sont pas sur la même longueur d’onde

Publié le 2022-05-20 | lenouvelliste.com Si le Premier ministre Ariel Henry invite tous les acteurs politiques à s’asseoir avec les membres du comité de médiation pour trouver un large consensus à la crise politique, le Bureau du suivi de l’accord de Montana (BSA) estime que le comité de médiation est en train de faire un sondage. Le BSA exige que cette structure présente au pays le mandat l’accréditant pour entreprendre la médiation.

Alors que plus d’un pensait qu’Ariel Henry avait repris les négociations directement avec les membres de l’accord de Montana sans intermédiaire, dans son discours le 18 mai à l’Arcahaie, à l’occasion de la célébration des 219 ans de la création du drapeau, le Premier ministre a invité les acteurs politiques à s’asseoir avec le comité de médiation sur la crise.

Si après ses rencontres en tête-à-tête avec Magali Comeau Denis de l’accord de Montana des doutes planaient sur l’avenir du comité de médiation, Ariel Henry a redonné vie à cette structure formée de monseigneur Ogé Beauvoir de Religions pour la paix, Laurent St Cyr de la Chambre de commerce et d’industrie d’Haïti (CCIH) et de Jean Robert Charles de la Conférence des recteurs, présidents et dirigeants des universités et institutions d’enseignement supérieur haïtiennes (CORPUHA).

« Aujourd’hui, nous sommes à un carrefour qui génère toutes formes d’inquiétudes à cause de problèmes économiques, environnementaux, sécuritaires. Nous avons besoin de travailler, de discuter, nous entendre, nous fixer des objectifs et faire de notre mieux pour les atteindre ensemble. C’est pour cela que j’encourage l’initiative des représentants du monde religieux, de l’université et du secteur privé à poursuivre leur démarche de consultation et de concertation avec tous les segments de la société », a-t-il fait savoir.

« Et je convie, a-t-il ajouté, fortement ceux qui n’ont pas encore participé à ces échanges à le faire, car ceci est une voie qui vaut la peine d’être explorée et qui peut, qui sait? nous permettre de déboucher sur une entente sur quelques questions essentielles susceptibles de mener vers une issue durable et acceptable pour nous tous. »

Le Bureau de suivi de l’accord de Montana (BSA) a une toute autre lecture du comité de médiation. « Pendant la conversation directe avec le pouvoir en place, le BSA a reçu, le 17 mai 2022, un email de la ‘’ Direction exécutive de la CCIO’’, composée de Mgr Ogé Beauvoir, le professeur Jean Robert Charles et de M. Laurent St-Cyr. Ils se présentent comme membres d’un comité de médiation qui représentent Religions pour la paix-Haïti,  la Conférence des recteurs, présidents et responsables d’universités et d’institutions d’enseignement supérieur haïtiennes (CORPUHA) et la Chambre de commerce et d’industrie d’Haïti (CCIH). Ils nous ont demandé notre opinion sur l’insécurité, les élections, la Constitution, la crise humanitaire et la gouvernance. Le BSA comprend donc qu’il s’agit là d’un sondage », a expliqué le BSA dans un communiqué.

Le BSA estime qu’il est nécessaire que « ces trois citoyens présentent au public le mandat des institutions qu’ils disent représenter, le mandat des gens qui ont fait choix d’eux, la méthodologie du sondage d’opinion qu’ils veulent faire, leur agenda, comment ils vont traiter les résultats du sondage… »

Cependant, le BSA a affirmé qu’il est disposé et disponible à travailler avec toutes « entités et citoyens conséquents dans le pays afin d’arriver à un compromis national. Le BSA croit qu’il est important de rappeler que la situation est grave et cela demande beaucoup de sérénité, de sincérité et de respect pour la bataille que nous menons au sein de la population… »

À la suite des deux premières rencontres entre Magali Comeau Denis et Ariel Henry, le BSA avait soumis au Premier ministre les modalités des négociations pour appréciation et modification éventuellement. Il s’agissait de la création d’un environnement propice à la réussite du processus de dialogue politique ; des objectifs du dialogue politique ; le lieu et la durée des discussions ; l’agenda des discussions ; la composition des délégations ; l’observation du dialogue politique.

Le BSA affirme avoir reçu du Premier ministre le 17 mai dernier une contre-proposition de modalités de négociations
