Rosnick Grant, ancien vice-président de la FHF, banni à vie par la FIFA

Rosnick Grant, qui fait longtemps l’objet d’une enquête de la FIFA, a été, ce vendredi 21 juillet 2021, banni à vie par la chambre d’instruction de la Commission d’Éthique indépendante de l’instance suprême du football mondial.

Dans le collimateur de la FIFA depuis août 2020, Rosnick Grant et deux autres membres de la FHF, soupçonnés d’avoir abusé de leur position, ainsi que d’avoir commis des actes de harcèlement et d’abus sexuels sur des mineures du centre de formation Camp Nous et des arbitres, ont été contactés par le comité d’éthique de l’instance suprême du football mondial pour fournir des explications, après avoir été informé qu’ils font l’objet d’une enquête du journal britannique The Guardian.

Le 10 février 2021, Conformément aux art. 84 et 85 du Code d’éthique de la FIFA, la chambre d’instruction de la Commission d’Éthique indépendante a suspendu à titre provisoire M. Rosnick Grant – membre du comité exécutif désormais dissous et président de la commission des arbitres de la Fédération Haïtienne de Football – de toute activité relative au football aux niveaux national et international pour une durée de 90 jours. Selon une source digne de foi, M. Grant avait écopé, et ce à deux reprises, sans que la FIFA ne dévoile la note au grand public, une suspension de 90 jours.

Ce vendredi 23 juillet, la chambre de jugement de la Commission d’éthique indépendante a laissé entendre qu’elle a reconnu M. Rosnick Grant, l’ancien coordinateur national en chef des arbitres de la Fédération Haïtienne de Football (FHF), coupable d’avoir abusé de sa position, ainsi que d’avoir commis des actes de harcèlement et d’abus sexuels, y compris la coercition et les menaces, en violation du Code d’éthique de la FIFA.

« La procédure déontologique susmentionnée fait partie d’une enquête approfondie sur la FHF, dans laquelle plusieurs responsables ont été identifiés comme ayant été impliqués dans des actes d’abus sexuels systématiques contre des joueuses et entraîneurs de football (participant soit en tant que mandants, complices ou instigateurs) au cours de la période  entre 2011 et 2020. Plusieurs responsables de la FHF ont déjà été sanctionnés à ce titre. Dans le cas de M. Grant, son comportement s’est produit entre 2011 et 2021 et était lié à du harcèlement et des abus sexuels, ainsi qu’à des menaces et à la coercition (pour empêcher le signalement de tels abus sexuels) à l’encontre d’arbitres féminins, et profitant de sa position  d’autorité dans l’arbitrage de football haïtien en échange de faveurs sexuelles », peut-on lire dans cette note disponible sur le site de la FIFA qui a fait mention du bannissement à vie de Rosnick Grant qui aura une amende à payer.

« Dans sa décision, la chambre de jugement a conclu que M. Grant avait enfreint l’art.  23 (Protection de l’intégrité physique et mentale) et art. 25 (Abus de position) du Code d’éthique de la FIFA et l’a sanctionné d’une interdiction à vie de toute activité liée au football (administrative, sportive ou autre) au niveau national et international. En outre, une amende de 100 000 CHF a été infligée à M. Grant. La décision a été prise le 22 juillet 2021 et les termes de la décision ont été notifiés à M. Grant aujourd’hui, date à laquelle l’interdiction entre en vigueur Conformément à l’art. 78 par. 2 du Code d’éthique de la FIFA, la décision motivée complète sera notifiée à M. Grant dans les 60 prochains jours et sera ensuite publiée sur legal.fifa.com », a conclu la note de la FIFA.

Après Yves Jean-Bart, c’est le tour de Rosnick Grant de se faire bannir à vie à côté de Nela Joseph et Yvette Félix qui, elles aussi, avaient été sanctionnées par la FIFA pour leur implication dans le scandale sexuel qui avait secoué la Fédération haïtienne de football.
