Cité Soleil : « On brûle les cadavres », « au moins 52 morts et 110 blessés dans des affrontements entre groupes armés », selon le maire

Il y a au moins cinquante-deux morts dont une quarantaine dans les camps des groupes qui s’affrontent, G-9 et G-Pep », a confié à Le Nouvelliste ce lundi 11 juillet l’agent exécutif intérimaire de Cité Soleil, Joël Janéus, au quatrième jour des accrochages à l’arme automatique. « Il y a des morts, des jeunes qui n’avaient rien à voir à ces groupes armés », a-t-il déploré. « Le nombre de blessés a augmenté. On dénombre 110. Pour la plupart des membres de la population qui fuyaient les combats », a expliqué Joël Janéus, acide par rapport à ceux qui alimentent ce conflit fratricide. « J’ai été contacté par des jeunes qui voudraient que cette guerre cesse. Mais je ne peux rien. Je n’ai aucun moyen », révélant que si la police est absente du centre-ville de Cité Soleil, il y a cependant des agents, à Carrefour Duvivier, qui essaient d’aider ceux qui le peuvent à partir se mettre à l’abri ailleurs. Sans prendre de gant, Joël Janéus tance ceux qui alimentent ces jeunes en armes et munitions. «Il faut faire la paix », a une nouvelle fois plaidé Joël Janéus, inquiet par rapport à la violence des combats. « C’est l’une des batailles les plus féroces que connait Cité Soleil actuellement », a-t-il dit. La veille, dimanche, Joël Janéus avait expliqué la difficulté à avoir un bilan consolidé. Dans les deux camps, on brûle les cadavres des adversaires, a indiqué Joël Janéus, déplorant l’absence de l’Etat à la Cité depuis un an. « La commune n’a pas de policiers, pas de tribunal de paix. Il faut que l’Etat revienne, que l’on implante des projets pour donner des alternatives à ces jeunes qui s’entretuent », a appelé Joël Janéus.

« J’entends encore des tirs en provenance de Brooklyn », a confié dimanche et encore ce lundi un résident de Cité Soleil qui est sur le qui-vive depuis vendredi, quand les hommes de G-9, la coalition menée par Barbecue, ont donné l’assaut sur les positions tenues par Gabriel et ses alliés de G-Pèp. « Les habitants de Bois-9, de cité Lumière, cité Gérard, de projet Linthau, de Wharf, de Brooklyn sont assiégés. La situation est pire pour les résidents de Brooklyn, soleil 17, Wharf où se trouvent les hommes de Gabriel », a confié cette source qui explique le calvaire de membres de la population qui fuyaient les accrochages. « J’ai passé 6 heures, caché  dans la brousse, avant de passer Deyè mi pour me rendre à Carrefour Drouillard », a-t-il dit, soulignant avoir vu plus de cinq cadavres brûlés à Bois-9.

A cause des affrontements, les habitants des quartiers assiégés manquent de tout. D’eau, de pain, a souligné cette source qui dit avoir vu l’impuissance dans les yeux des policiers qui ne pouvaient pas aider les personnes voulant fuir. « Ils n’avaient pas de blindés vendredi et samedi », a-t-il indiqué. « Ce dimanche, grâce à l’intervention d’un blindé, quatre tap-tap utilisés pour barrer la route, au carrefour E-Power/Boulevard des Américains, ont été déplacés. Il faudrait avoir un blindé en permanence dans ce secteur », a dit cette source qui souligne que plus d’une trentaine de personnes blessées, en majorité des membres de la population civile, ont été conduites à Médecins sans frontières. « J’ai vu une jeune femme. Elle a reçu une balle au niveau de l’abdomen », a souligné cette source.

Binuh condamne

« Le BINUH regrette et condamne encore une fois ces énièmes affrontements entre des gangs armés qui ont causé aujourd’hui la terreur dans les zones de bas Delmas, Croix-des-Missions, Santo, Tabarre, ainsi que dans la commune de Cité Soleil », peut-on lire dans un tweet, samedi. « BINUH demande à tous les individus armés d’arrêter immédiatement leurs actes de violence, de laisser libre passage aux services d’urgence médicale et encourage les autorités nationales à assurer la protection de la population civile », selon ce tweet.

« Aujourd’hui, la @BINUH_UN RSSG a rencontré le Protecteur du Citoyen  et son équipe pour discuter de la dégradation de la situation sécuritaire et des abus des droits de l’homme commis par les gangs. Les échanges ont également porté sur les actions que l’OPC envisage de mener avec les autorités haïtiennes pour suivre la mise en œuvre des 205 recommandations endossées lors de l’examen périodique universel le lundi 4 juillet », peut-on lire dans ce tweet.

Dans un op-ed publié le 6 juillet par le Miami Herald, Brian Nichol’s, secrétaire d’état adjoint pour les affaires de l’hémisphère occidentale du Département d’Etat américain a peint une Haïti ayant «atteint un point critique » où « au moins 150 personnes ont perdu la vie début mai lors d’une intense vague de violence à Port-au-Prince et dans ses environs, alors que des gangs cherchaient à accroître leur contrôle territorial ».

Aide de 48 millions des Etats-Unis

Les Etats-Unis ont annoncé une aide supplémentaire de 48 millions pour la sécurité en Haïti, via Bureau des affaires internationales de stupéfiants et de répression du Département d’État. « Nous nous sommes engagés à soutenir un avenir démocratique, sûr et prospère pour le peuple haïtien et la restauration des institutions démocratiques d’Haïti. Aujourd’hui, je suis fier d’annoncer une aide supplémentaire de 48 millions de dollars en matière de sécurité par le biais du Département d’Etat afin d’améliorer la sécurité à travers la nation », peut-on lire dans le tweet illustrant un message vidéo de Wendy R Sherman, secrétaire d’Etat adjoint, vendredi 8 juillet 2022.

Le financement additionnel de 48 millions de dollars des Etats-Unis permettra de soutenir la formation du SWAT, d’aider à améliorer le soutien en matière de sécurité, permettre la poursuite  du soutien holistique à la prévention de la violence dans les communautés et les initiatives contre les gangs.

« Nous saluons le Canada pour son annonce aujourd’hui d’un montant supplémentaire de 5 millions de dollars canadiens pour cet effort. L’UE a également contribué à hauteur de 3,8 millions de dollars. Nous exhortons vivement les autres partenaires internationaux à contribuer au basket fund », a dit Brian Nichol’s lors d’un échange avec des journalistes vendredi.

Brian Nichols a par ailleurs reconnu qu’il y a un consensus au sein de la communauté internationale sur le fait que la situation en Haïti est critique. “La situation en Haïti n’est pas arrivée à ce point du jour au lendemain”, a-t-il déclaré. “Et il faudra du temps pour améliorer la situation. Nous devons donner au peuple haïtien les ressources dont il a besoin pour faire avancer son pays vers des élections et une situation de sécurité humaine adéquate. Et c’est sur cela que nous nous concentrons”. M. Nichols a noté que les États-Unis ont actuellement un conseiller de police et des formateurs à Port-au-Prince pour commencer bientôt à former une nouvelle unité SWAT aux opérations antigang. “La police nationale haïtienne est capable de mener des opérations contre les gangs, de les déloger et d’assurer la sécurité dans les zones du pays. Cependant, elle n’a pas encore la capacité de tenir ces zones pendant une période prolongée”, a déclaré Nichols. “Pour ce faire, ils ont besoin d’une plus grande dotation en personnel, en effectifs”.

La police nationale d’Haïti, qui comptait autrefois 15 459 agents, n’en comptait plus que 12 800 au 31 mai, selon les Nations unies. Bien que les États-Unis interdisent “le transfert direct” d’armes à la police haïtienne à l’aide de fonds américains, M. Nichols a indiqué que le gouvernement américain avait fourni des radios, des véhicules, des casques et des gilets de protection. La police nationale haïtienne et le gouvernement provisoire ont déclaré qu’ils avaient des difficultés à acquérir des armes et des munitions pour combattre les gangs armés de fusils d’assaut de fabrication américaine faisant l’objet d’un trafic illégal. “Si d’autres donateurs souhaitent consacrer une partie de leur financement aux munitions ou aux armes, ils pourraient certainement le faire. Nous pensons qu’il est essentiel de veiller à ce que la police nationale haïtienne soit correctement équipée, notamment avec les armes appropriées, pour qu’elle puisse assurer la sécurité du peuple haïtien”, a déclaré M. Nichols.

Les Etats-Unis considèrent essentiel le renouvellement du mandat du Binuh pour aborder les questions sécuritaires et électorales.« Nous appelons nos partenaires à renouveler en toute urgence le BINUH qui expire le 15 juillet. Binuh est essentiel pour aborder la question de la sécurité et pour soutenir les élections lorsque les conditions le permettent », a dit Wendy R. Sherman, secrétaire d’État adjoint, dans ce message posté sur son compte twitter.

D’autres zones de tension

A Croix-des-Bouquets, ce dimanche et encore ce lundi, des tirs à l’arme automatique ont été signalés. Dans plusieurs quartiers, comme Duval, les routes intérieures sont coupées par les bandits armés pour empêcher les patrouilles effectuées par les véhicules blindés de la PNH qui sont appelés sur d’autres fronts, à Tabarre, Torcel, Pernier, a appris le journal de sources qui observent un regain de violence des gangs sur fond de multiplication des enlèvements et  d’une grogne provoquée par la pénurie de gazoline. Les enlèvements et les homicides ont augmenté de 36 % et 17 %, respectivement, par rapport aux cinq derniers mois de 2021, a indiqué le dernier rapport présenté par le BINUH au conseil de sécurité de l’ONU.

Lors d’une réunion à Port-au-Prince, la chef de la mission, Helen La Lime, a noté qu’il y avait déjà 680 enlèvements documentés depuis le début de l’année 2022, selon la police haïtienne. Le nombre réel, a-t-elle précisé, est plus élevé car tous les enlèvements ne sont pas signalés.

A Croix-des-Missions, des habitants sont aux aguets. Chen Mechan recommande de ne pas trainer dans les rues. Le gang des 400 Mawozo peut attaquer à tout moment, a confié une source au journal. Le dernier accrochage entre ces gans avait fait près de 200 morts.
